LIBRARY UPGRADE PACT LET \ W. BROOKFIELD OPTS FOR LOW BID

WEST BROOKFIELD -- A Sturbridge company has been awarded the bid to upgrade the exterior of Merriam-Gilbert Public Library on West Main Street (Route 9).

The Board of Selectmen and library trustees last night went over the only two bids received on the project and it was agreed to give the job to Monaco Restorations of 113 Main St., Sturbridge. Monaco bid $59,900 to clean, repair and repoint the brickwork of the library, while Victory Construction Corp. of North Attleboro submitted a price of $69,300, selectmen said.

Library trustees said the town had appropriated $100,000 for the face-lift, so there would be money left over to be turned back to the town's treasury.

``We were hoping we could use some of it (the surplus) for maintenance,'' said Pamela J. Skowyra, a trustee.

Selectmen Roland R. Gaboury and John V. Tivnan said that could not be done. ``That would be outside the scope of the (town meeting) article'' funding the work, Mr. Tivnan told Ms. Skowyra.

Mr. Gaboury said if the trustees started suggesting possible contingencies to the project, that could quickly eat away at the $40,000 likely to be left over.

Merriam-Gilbert Public Library underwent a nearly $1 million renovation in 1997, including installation of an elevator to make it accessible to the handicapped. During a break in the meeting, Mr. Gaboury said that, in hindsight, the pending work by Monaco should have been done back then.

Selectmen also approved the transfer of an all-alcoholic pouring liquor license assigned to White Pillars Restaurant on Route 9 near Route 67. The transfer goes from Milton O. Fountain of Warren to Douglas R. Aspinall of West Brookfield.

``When are you going to open up?'' Mr. Tivnan asked Mr. Aspinall.

``In the near future,'' he replied without specifying a date. ``It won't be long.''
